Charges have been brought against two correctional officers stemming from a Cape Breton man’s death at Dorchester Penitentiary over two years ago.
33 year-old Matthew Hines died after being beaten and repeatedly pepper sprayed on May 27th, 2015.
48 year-old Alvida Ross and 31 year-old Mathieu Bourgoin are each charged with manslaughter and criminal negligence causing death.
They’re both due in court in Moncton on February 26th.
New Brunswick RCMP initially investigated Hines’s death and concluded no foul play occurred.
However, the investigation was handed over to Nova Scotia RCMP when new information came to light in May 2016.
In May of this year, the federal correctional investigator issued a report saying staff at Dorchester ignored Hines’ cries for help.
The report described Correctional Service Canada’s investigation into Hines’ death as “flawed” and “self-serving.”
