Auditor General Says Pre-Primary Program Not Adequately Planned

Provincial Auditor General Kim Adair-MacPherson says the government’s Pre-Primary Program was not adequately planned before it was launched in 2017.

Her report released today finds the program was rolled out to schools without consistently making sure staff had the required qualifications, background checks or orientation.

The report also finds consultations with both families and licensed daycare providers didn’t happen until after the first year of the program.

Adair-MacPherson says enhancements have since been made, including the introduction of busing and before- and after-school care.

The Pre-Primary Program began with 891 students and now includes close to 6,200 four-year-old’s across the province.
